LEARN, labour market inclusion of newcomers through work and study
Summary
The Commission supports the Netherlands’ efforts to ensure the sustainable inclusion of permit holders on the labour market. Together with IOM, technical support is provided in establishing and building capacity for a learning network, as well as for the setting up and scaling up of effective labour market interventions that are a combination of work and study (work-study programmes).
Context
Permit holders lag in terms of their participation on the Dutch labour market. Closing this gap and including permit holders on the labour market is priority in the European Partnership for Integration (2017) of the European Commission. In the Netherlands, it has been included under Pillar 6 of the Integral Migration Agenda, as well in its related Civic Integration and Labour Market Participation policies.
Support delivered
Throughout 2023, IOM, in close coordination with the Ministry and the Commission, provides content for the meetings of a Learning Network that is to become sustainable and consists of implementers of labour market interventions in the Netherlands (i.e. local and national government, educational institutions, and employers). Towards the end of 2023, moreover, IOM will create a manual to make insights about effective work-study programmes applicable for implementers and formulate evidence-based policy recommendations regarding the creation of favourable conditions in the Netherlands for the setting up and scaling up of work-study programmes.
Results achieved
The project will contribute to a Dutch labour market that is more inclusive to permit holders. As a main result, policy recommendations and an implementation guideline will have been produced in line with EU good practices, and a sustainable learning network will have been set up, assisting key stakeholders in the Netherlands in their efforts to include permit holders on the labour market. This achievement provides a solid basis for future developments, considering the labour market inclusion of permit holders as a process of continuous reform.
This project is funded by the European Union via the Technical Support Instrument and implemented by IOM, in cooperation with the European Commission.

Vier miljoen van hen waren al ernstig ondervoed vóór het hernieuwde geweld. Rapporten over aanvallen op ziekenhuizen en essentiële infrastructuur, zoals water- en elektriciteitsvoorzieningen, zijn zeer zorgwekkend en het is hartverscheurend om te horen over de dood van humanitaire werkers die hun leven riskeren om degenen in nood te helpen.
We kunnen deze crisis niet negeren. Het is van groot belang dat we actie ondernemen en de mensen in Soedan en naburige landen steunen. Op maandag 6 februari hebben twee aardbevingen het zuidoosten van Turkije en het noordwesten van Syrië getroffen. De aardbeving van 7,7 op de schaal van Richter is een van de zwaarste die het gebied in meer dan 100 jaar heeft getroffen. Meer dan 100 naschokken vonden plaats voordat een andere aardbeving van 7,5 de schaal van Richter de regio trof. Duizenden zijn gedood, gewond of gestrand; het aantal stijgt met het uur.

De Nederlandse vestiging van IOM is ontstaan uit de Nederlandse Emigratiedienst, een aantal ngo’s en het ministerie van Sociale Zaken, als onderdeel van de privatisering van overheidstaken in 1991. De Nederlandse Emigratiedienst was opdrachtgever van een collectie historische foto’s over migratie, die nadien zijn overgegaan naar IOM. De foto’s geven een uniek beeld van de emigratie uit Nederland en andere Europese landen in de naoorloge jaren.
Tienduizenden verlieten Nederland in de jaren vijftig en zestig, toen Nederland te maken kreeg met overbevolking. Er was te weinig werk, te weinig land en te weinig ruimte. De Nederlandse overheid stimuleerde emigratie naar landen als Australië, Nieuw-Zeeland, Canada en Brazilië die na de oorlog juist tekorten hadden aan mensen.
Het foto-archief is overgedragen aan Nationaal Archief, als aanvulling op hun bestaande archief. Een selectie van de foto’s treft u hier aan.

De IOM werd 73 jaar geleden in 1951 opgericht en is de belangrijkste intergouvernementele organisatie op het gebied van migratie. Met 175 lidstaten en aanwezigheid in meer dan 100 landen, zet de IOM zich in voor het principe dat humane en ordelijke migratie ten goede komt aan migranten en de samenleving.
De organisatie werkt samen met haar partners in de internationale gemeenschap om de operationele uitdagingen van migratie aan te gaan, het begrip omtrent migratievraagstukken te bevorderen, sociale en economische ontwikkeling door middel van migratie aan te moedigen en het welzijn en de mensenrechten van alle migranten te handhaven.
IOM in Nederland
Sinds 1991 heeft IOM een kantoor in Nederland. Onze projecten liggen op het gebied van vrijwillige terugkeer en herintegratie, de overkomst van vluchtelingen die in aanmerking komen voor hervestiging, gezinshereniging, het bevorderen van integratie en arbeidsmarktparticipatie en tijdelijke uitzendingen van hoger diaspora experts naar hun land van herkomst.
Vrijwillige terugkeer en herintegratie
We ondersteunen migranten die vrijwillig willen terugkeren naar hun land van herkomst met hun duurzame herintegratie. De ondersteuning bestaat uit voorlichting en counselling, het verzorgen van reisdocumenten en de reis en het stimuleren van herintegratie in het land van herkomst.
We zijn voorstander van het bieden van herintegratieondersteuning; voor een geslaagde herintegratie is respect voor de menselijke waardigheid een belangrijke voorwaarde. Via ons wereldwijde netwerk bieden we individuele herintegratieondersteuning in natura, zoals hulp bij het opzetten van inkomstengenererende activiteiten of het financieren van een opleiding. Specifieke begeleiding is er voor migranten met gezondheidsproblemen, slachtoffers van mensenhandel, alleenstaande minderjarige vreemdelingen, (eenouder)gezinnen met minderjarige kinderen en ongedocumenteerde migranten.
Overkomst naar Nederland
IOM ondersteunt verschillende groepen mensen bij hun overkomst naar Nederland. Zo regelt IOM bijvoorbeeld de hervestiging naar Nederland van vluchtelingen die hiervoor in aanmerking komen. Dit doen we in samenwerking met onze kantoren in de landen van vertrek en met partnerorganisaties. We ondersteunen ook andere ontheemde mensen op aanvraag van de overheid, indien nodig. Daarnaast assisteren we familieleden die in aanmerking komen om met hun gezin te herenigen in Nederland. We nemen bijvoorbeeld DNA-materiaal af als onderdeel van de gezinsherenigingsprocedure van de Nederlandse overheid, zodat daarmee familiebanden vastgesteld kunnen worden. Daarnaast regelen we in sommige gevallen de reis en zijn we een contactpunt voor de familieleden en sponsors in Nederland.
Arbeidsmigratie
IOM werkt mee aan aan het ontwikkelen en uitvoeren van arbeidsmigratiebeleid met ter ondersteuning van landen van herkomst, landen van bestemming en voor migranten zelf. We doen dit door operationele ondersteuning, professionalisering en (beleids)advies te bieden aan overheden, werkgevers, en andere belanghebbenden. Het doel is om een een effectief en duurzaam systeem te creëren waarbij men goed samenwerkt en rekening houdt met de rechten en kwetsbaarheden van migranten. We spelen hierbij in op de arbeidstekorten en noden binnen de samenleving. In dit verband voeren we het project STEMTALENT4NL uit. In samenwerking met het Ministerie van Justitie en Veiligheid en de Europese Commissie, geeft IOM technische ondersteuning aan het Ministerie. Deze ondersteuning zet in op het ontwikkelen, verbeteren en uitvoeren van beleid dat helpt bij het aantrekken en behouden van STEM (Science, Technology, Engineering and Mathematics)-talent voor de Nederlandse arbeidsmarkt. We analyseren hoe het beleid er nu uitziet en doen aanbevelingen over het zoekjaar na afstuderen.
Sociale Inclusie
IOM richt zich tot slot ook op de inclusie van migranten en sociale cohesie in Nederland. Onze projecten zorgen er bijvoorbeeld voor dat nieuwkomers hun weg in Nederland weten te vinden. Daarnaast helpen we verschillende partners (zoals overheden, werkgevers e.a.) om de positieve bijdragen van migranten te erkennen en verwelkomen. In alle fases van ons werk zorgen we dat de stemmen van migranten worden gehoord. We zetten daarvoor adviesraden op van Migrantenambassadeurs met verschillende achtergronden of we werken samen met sleutelpersonen. Gezamenlijk ontwikkelen en monitoren we de projecten en zetten we inclusieve campagnes op.
In deze context voert IOM het LEARN-project uit in samenwerking met het Ministerie van Sociale Zaken (SZW) en de Europese Commissie. Met LEARN hopen we dat statushouders makkelijker toetreden tot de Nederlandse arbeidsmarkt. Daarvoor hebben we een “Lerend Netwerk” opgezet, bestaande uit werkgevers, leerkrachten, gemeenten en statushouders. Zij buigen zich over leerwerkprogramma’s voor statushouders. Daarnaast ontwikkelen we beleidsaanbevelingen en een praktische handreiking voor uitvoerders van zulke programma’s.
Het Moving the Middle project bevordert een genuanceerder gesprek over migranten en migratie in Nederland. Een groot deel van de Nederlandse bevolking heeft een ambivalente mening over migratie en behoefte aan betere informatie. Voor deze groep onderzoeken en ontwikkelen we informatiecampagnes. Ook aan dit project is een Adviesraad voor Migrantenambassadeurs (MAAB) verbonden om de stem van migranten centraal te zetten.
Ten slotte houdt het SAMEN project zich bezig met het ondersteunen van migranten die seksueel en gendergerelateerd geweld (SGGG) hebben meegemaakt. Samen met Dokters van de Wereld en sleutelpersonen gebeleidt het SAMEN-project overlevers van SGGG naar passende zorg. Ook zetten we met dit project in op culturele sensitiviteit in de dienstverlening, kennisuitwisseling en samenwerking tussen verschillende partijen om SGGG te bestrijden. Dit project is actief in zes Nederlandse steden: Amsterdam, Arnhem, Den Haag, Nijmegen, Rotterdam en Utrecht. Het project wordt gefinancierd door de Europese Commissie, het Ministerie van Onderwijs, Cultuur en Wetenschap, en de Gemeente Rotterdam.
