Context:

IOM in the Netherlands has been the main implementer of Assisted Voluntary Return and Reintegration (AVRR) activities since 1992. During the past decades AVRR has evolved to cover the full range of IOM support: 1) pre-departure support, including assistance tailored to the needs of migrants in situations of vulnerability, facilitating travel documentation; 2) travel assistance; and 3) post-arrival assistance and reintegration.

Three operational teams in the Netherlands and IOM colleagues in the countries of return, cooperate closely together to ensure safe and dignified voluntary return. In addition, IOM the Netherlands works with different partners, including medical professionals and airlines, following up on their expertise.

Under the overall supervision of the Chief of Mission (CoM) in The Hague and direct supervision of the Head of Unit AVRR Project Coordination and Liaison and, in close collaboration with relevant units at IOM The Hague and different governmental partners, the successful candidate will be responsible and accountable for the liaison with diplomatic representations and coordination of the relevant return processes.

Core Functions / Responsibilities:

  1. Liaise with diplomatic representations and maintain an optimum cooperation in the field of AVRR.
  2. Assist migrants who wish to depart voluntarily from the Netherlands with obtaining a travel document in close cooperation with colleagues from other departments.
  3. Provide up-to-date information and advice to AVRR-filed counsellors concerning the procedures and conditions for obtaining a travel document.
  4. Ensure efficient working procedures, register relevant data in the administrative systems and prepare official documents for payments.
  5. Attend internal meetings and actively signal and report on developments and trends.
  6. Provide information for internal and external reporting on the projects/project elements and for the IOM Netherlands website.
  7. Suggest improvements to and update internal AVRR-related guidelines and working processes and act as a focal point on specific topics by advising and informing AVRR field counsellors where needed.
  8. Answer inquiries and questions of third parties on AVRR-related issues in accordance with IOM rules and guidelines.
  9. Participate in relevant meetings and receptions when requested.
  10. Give presentations on AVRR and other programmes to organisations involved with the target group, diplomatic representations, other third parties and delegations visiting the Netherlands.
  11. Organize working visits and round table meetings for diplomatic relations and participants of incoming study visits.
  12. Maintain harmonized effective work relations with colleagues, other IOM missions and external partners.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Preferably a Bachelor’s degree in International Relations, International (Law), Political or Social Science or other related fields with three years of relevant professional experience,
    or
  • Completed High School diploma from an accredited institution, with five years of relevant experience, preferably in similar roles;

Experience

  • Knowledge of Dutch asylum/migration law, procedures and policies and all parties involved in the migration process.
  • Working experience with liaising with international/diplomatic relations and officially representing an international/diplomatic organization.
  • Experience with data registration and reporting
  • Good communication and presentation skills.
  • Team-work-oriented, capacity to work independently with minimal supervision.

Skills

  • Ability to work well under pressure and to keep deadlines.
  • Knowledge of the United Nations system is an advantage.
  • Good computer knowledge in MS office packages, specifically Word and Excel.
  • Driver’s license B is an advantage

Languages

Fluency in English and fluency in Dutch is required. Fluency of French is an asset.

We are looking for an enthusiastic team player with strong communication and diplomatic skills, focused on finding solutions through excellent cooperation. Most diplomatic representations are located in The Hague; residence in the city is an asset, as is fluency in French.
