How can Syrian diaspora organizations contribute to Syria’s recovery and reconstruction—and what are they already doing?
This new report maps Syrian diaspora organizations in Germany and the Netherlands, examining their activities, priorities, and potential to support Syria’s recovery. It highlights their strong engagement in areas such as knowledge transfer, temporary return initiatives, and longer-term engagement.
Drawing on desk research, mapping, and interviews with diaspora actors and key stakeholders, the study identifies both the existing efforts of these organizations and the practical barriers that may limit their impact. It also assesses the feasibility of a Temporary Return of Qualified Nationals (TRQN) programme, through which skilled diaspora members could undertake short-term assignments to support recovery efforts in Syria.
The research draws on 25 interviews with Syrian diaspora actors and seven interviews with institutional stakeholders in both countries.
