Under the overall supervision of the Chief of Mission and the direct supervision of the Head of AVRR Project coordination & liaison unit, in collaboration with relevant units at IOM The Hague and different governmental partners, the successful candidate will be responsible and accountable for coordinating of return and reintegration activities under the AVRR programme, in particular the compliance to the different donor rules and regulation.

Core Functions / Responsibilities:

  1. Coordinate and undertake Compliance activities related specifically to the AVRR Programme in the area of planning, coordination and monitoring.
  2. Ensure high quality of data through compiling, summarizing, analysing, and presenting information/data on specific project topics, highlighting noteworthy issues or any challenges regarding compliance issues and bringing it to the attention of the Head of the Unit.
  3. Monitor budget implementation and propose adjustments as necessary.
  4. Act as a focal point for technical, administrative and financial activities that include coordination of project implementation, budget and control, as well as extensive liaison with diverse organizational units and external parties in identifying and adjusting approaches to compliance with AVRR programme, to initiate requests, obtain necessary clearances, follow-up on administrative actions, propose adjustments as necessary etc.
  5. Prepare status reports and inputs for the programme according to specific needs and situation analysis in compliance with donor agreement in close coordination with the Head of the Unit.
  6. Draft correspondence on project issues; prepare and update reports, briefing notes, and other forms of documentation.
  7. Respond to complex information requests and inquiries; including organizing, setting up and maintaining detailed files/records pertaining to compliance with the AVRR programme.
  8. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  9. Monitor work of implementing partners and report any non-compliance to the supervisor.
  10. Develop plans to facilitate full compliance with program integrity, inclusive of providing inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
  11. Assist in increasing staff knowledge through regular accurate information sharing, providing guidance, answering staff questions, providing training and monitoring work of other staff in the unit; may supervise other staff in absence of the supervisor/head of unit.
  12. Perform other related duties within the incumbent capacity as identified and assigned.

Required Qualifications and Experience


  • High School diploma with six years of relevant experience;
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.


  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
  • In-depth knowledge and working experience with the broad range of migration-related subject areas dealt with by the Organization, especially the field of AVRR in the Netherlands,
  • Knowledge and experience of Dutch public and civil society debate on migration subject areas in general and return in particular,
  • In-depth knowledge and working experience with donor rules and policies, in particular AMIF, NL MoJ and MFA (ODA).
  • Solid knowledge and hands-on experience with complex project reporting and monitoring for multi-donor projects.
  • In-depth knowledge and experience working with rules and policies of the Netherlands regarding Return.


  • Fluency in English and Dutch is required. Working knowledge in French and Spanish is desirable
